Suburban ISIS Wannabes Foil Failed NYC Bomb Plot claim They Were Strangers

Suburban Pennsylvania Suspects Accused in ISIS-Inspired NYC Bomb Plot Claim They Were “Strangers” Before Attack

Two young men from suburban Pennsylvania are at the center of what authorities are calling an ISIS-inspired terror plot in the heart of New York City — but according to one defense attorney, the pair barely even knew each other before the alleged attack.

Ibrahim Kayumi, 19, of Newtown, and 18-year-old Emir Balat are accused of traveling from Bucks County to Manhattan and hurling live explosive devices into a protest crowd gathered outside Mayor Zohran Mamdani’s residence at Gracie Mansion. Federal officials say the devices were very real — and very dangerous.

Balat’s attorney insists the young men were not close associates prior to the incident.

“They’re strangers as far as I know,” attorney Mehdi Essmidi told reporters. “They’re from different parts of Pennsylvania, different age groups. No family ties, no school ties, no living together.”

Despite that claim, prosecutors allege the two collaborated on a chilling attack that could have caused catastrophic loss of life.

Explosive Devices Contained TATP, Nuts and Bolts

According to federal court filings, photographs show the suspects handling a homemade bomb that allegedly contained TATP — a highly volatile explosive often linked to terror plots — packed with nuts and bolts and secured with duct tape to maximize casualties.

NYPD Commissioner Jessica Tisch confirmed that the explosive devices were legitimate and fully capable of seriously injuring or killing innocent Americans.

“This is being investigated as an act of ISIS-inspired terrorism,” Tisch stated plainly.

Authorities say this was no teenage prank. It was a deliberate, ideologically driven attempt to unleash violence in New York City.

Disturbing Allegiance to the Islamic State

Adding to the gravity of the case, federal prosecutors allege that after his arrest, Balat wrote and signed a pledge of allegiance to ISIS while inside a precinct station.

“All praise is due to Allah lord of all worlds! I pledge my allegiance to the Islamic State,” Balat allegedly wrote. “We take action.”

Investigators also say Balat told law enforcement that he and Kayumi intended to carry out an attack “bigger than the Boston Marathon bombing” — one of the most horrific terror attacks ever carried out on American soil.

During processing, officers reportedly had to intervene when Balat attempted to flash hand signals toward a crowd — gestures some have associated with ISIS sympathizers.

Storage Unit Search Uncovers Explosive Residue

The investigation extended beyond New York. On Monday evening, federal agents executed a search warrant at a self-storage facility in Langhorne, Pennsylvania, believed to be connected to the suspects.

The FBI’s New York office later confirmed that explosive residue was discovered inside the unit. Bomb technicians conducted a controlled detonation to ensure the area was safe for law enforcement and nearby residents.

Federal authorities expressed appreciation for cooperation between the FBI’s New York and Philadelphia field offices, as well as local Pennsylvania law enforcement agencies that assisted through the night.

From High School to Federal Charges

Balat, currently 18, had been finishing his senior year remotely with only a few classes remaining. School officials confirmed he is enrolled as a 12th grader in the Neshaminy School District and had previously attended Neshaminy High School before switching to remote instruction.

Kayumi, 19, graduated in 2024 from Council Rock High School North.

The fact that both suspects emerged from seemingly ordinary suburban communities is raising uncomfortable questions about online radicalization and the spread of extremist propaganda within the United States.

For law enforcement, however, the priority remains clear: stopping terror before it strikes. Thanks to swift action by officers and federal agents, what prosecutors describe as a potentially devastating ISIS-inspired attack was halted before lives were lost.

As this case moves through the federal court system, Americans are once again reminded that vigilance at home is just as critical as strength abroad. Radical ideology has no place on American soil — and those who attempt to bring terror to our communities will face the full weight of justice.
